Guidance for the recording of operations in the ORB Part I – Machinery Space Operations  (ALL SHIPS)

The Marine Environment Protection Committee, at its sixty-second session,(11 to 15 July 2011), approved the Revised Guidance for recording of operations in the Oil Record Book Part I – Machinery space operations (all ships) (MEPC 62/24, paragraph 7.23), set out in the annex.

IMO creates mandatory emissions reduction regime

On 15 July 2011, the International Maritime Organisation (IMO) adopted mandatory measures to reduce emissions of greenhouse gases (GHGs) from international shipping by amending the Marpol Convention Annex VI Regulations for the prevention of air pollution from ships (MARPOL Annex VI). In similar news, the European Commission announced a proposed amendment to the EU’s Sulphur Directive which will bring the EU’s regulation in line with the IMO’s sulphur regulations in MARPOL Annex VI.

Tanker emissions saving scheme takes off

By using OCIMF/Intertanko’s Virtual Arrival scheme, tanker owners and operators could save up to 25% emissions per year, BP Shipping said.
At a launch last week in Brussels, attended by leading EC luminaries, Garry Hallett, OCIMF deputy director, said that 40 trial voyages using the scheme had been undertaken to date. Read more »

Greek Ship Owner Pleads Guilty To Pollution In Texas

Greek-based ship management company, Noka Shipping, has been sentenced to pay a total of $900,000 in penalties after pleading guilty to concealing pollution discharges from a cargo ship that docked in two Texan ports last year

Noka had also failed to notify the Coast Guard of the safety hazards present aboard the 29,414 ton cargo ship, M/V Florin, not properly maintaining an oil record book which did not report excessive amounts of oil in ship machinery, oil leaks in the main engine and generator, oil present in the fire suppression system, and an authorized oil drainage system for the engine room.

U.S. Coast Guard and the Environmental Protection Agency Announce VGP Monitoring Agreement

The U.S. Coast Guard (USCG) has been working with the U.S. Environmental Protection Agency (EPA) to develop a framework from where the USCG could monitor the Vessel General Permit (VGP) requirements for the EPA. On Friday, 11 February, 2011, both organizations announced a completed Memorandum of Understanding (MOU) between the two government agencies for the USCG to begin monitoring activities.
