Key Elements of the Newly Issued NPDES Vessel General Permit (VGP)

ECM is pleased to announce that on Friday, June4th, 2012, ECM’s affiliate in Europe, ECM Europe S.r.l., will conduct a half-day NPDES training at ECM Europe’s Office in Rome. As with ECM’s other NPDES training sessions, this session in Rome will run 4 hours from 0900-1300 and it includes lunch .

11 February, 2011, The U.S. Coast Guard (USCG) with the U.S. Environmental Protection Agency (EPA) announced a completed Memorandum of Understanding (MOU) between the two government agencies for the USCG to begin monitoring Vessel General Permit (VGP) activities.
The VGP requires control and monitoring of 26 regulated wastes streams typically generated incidental to the operation of commercial vessels. With the new MOU between these two agencies, the USCG will not be conducting examinations specifically for VGP compliance but instead will incorporate these requirements into their existing Port State Control (PSC) boarding program.

ECM Europe would like to remind its clients to get prepared for these new US regulation emphasizing the requirement for shipping companies to conduct NPDS Annual inspections on board vessels trading in US as per VGP Part 4.1.3. This inspection must :

  • cover all areas of the ship capable of contributing to discharges within the permit,
  • include a review of the monitoring, data collection, records and sampling conducted over the previous year related to permitted discharges
  • be conducted by an “appropriately trained” qualified person (e.g. Master, Superintendent, Class or other third party surveyor/inspector).

Training Objective

To familiarize the audience with NPDES regulations and provide guidance to implement EPA requirements effectively.

Who should attend

DPA, Safety Manager, Environmental Manager, Safety and Technical Superintendents and all function in charged for NPDES/VGP implementation

Certification

A Certification of attendance will be issued by ECM Maritime Services, LLC and will be provided to all participants.

The training agenda is as follows:

  • NPDES/VGP/NOI Introduction and Summary
  • Review of Specific Waste Requirements
  • NPDES Weekly Checklist, Nonconformities, etc.
  • NPDES Annually Required Inspection/Checklists
  • USCG/EPA enforcement procedures
  • Links with existing ISO 14001 and ECP requirements in US

The Speaker

John Balai

Associate Senior Consultant to ECM Europe since 2006 as their Senior EMS and NPDES Auditor / TMSA Consultant.

Graduated from South Shields Marine and Technical College. On goining sea service experience and obtaining Certificates of Competency the rank of Chief Engineer certified for steam and motor driven vessels service was attained. he performs structural evaluations for due diligence vessel inspections and expanded to represent charterer during new constructions, and to witness sea trials.

Certified as an Advanced Environmental Management System Auditor (ISO 14001:2004) on 2006.

Since 2005 until current date have conducted TMSA Gap Analysis, NPDES Audits, EMS/CP Audits, Training in Europe. In addition John advises various clients on marine items from vessel pre-purchase inspections to machinery repairs, have assisted with overseeing conversion projects.
